การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาเรื่องปัจจัยทีมีผลต่อการน าระบบบริหารมาตรฐานคุณภาพ ISO 9001 : 2000 ของส านักกษาปณ์ กรมธนารักษ์ ไปปฏิบัติ กลุ่มตัวอย่างที่ท าการศึกษาครั้งนี้ ประกอบด้วยข้าราชการ ลูกจ้างประจ าและลูกจ้างชั่วคราวของส านักกษาปณ์ กรมธนารักษ์ จ านวน 714 คน (ข้อมูลเดือนกันยายน 2552) ได้กลุ่มตัวอย่าง จ านวน 257 คน เครื่องมือที่ใช้คือ แบบสอบถามโดยผู้วิจัยได้ท าการทดสอบความเชื่อมั่น (Reliability) จ านวน 30 ชุด ได้ผลความเชื่อมั่น (Reliability) ที่ 0.91 จึงสามารถน าไปใช้เป็นเครื่องมือในการเก็บรวบรวมข้อมูลของแบบสอบถาม 257 ชุดและได้ใช้สถิติหาค่าความถี่ (Frequency) ร้อยละ (Percentage) เพื่อวิเคราะห์ข้อมูลทั่วไปของผู้ที่ตอบแบบสอบถามซึ่งประกอบด้วยเพศ อายุ สถานภาพ ระดับการศึกษา ระยะเวลาในการปฏิบัติงาน หน่วยงานที่ปฏิบัติงาน สถานะต าแหน่งที่เกี่ยวข้องกับระบบบริหารมาตรฐานคุณภาพ ISO 9001 : 2000 ปัจจัยด้านความรู้เกี่ยวกับระบบบริหารมาตรฐานคุณภาพ ISO 9001 : 2000 ความถี่การอบรม และได้ทดสอบความแตกต่างของค่าเฉลี่ยของกลุ่มตัวอย่างสองกลุ่มที่เป็นอิสระต่อกันด้วยค่าทีใช้ (t-test Independent) กลุ่มตัวอย่างที่มีมากกว่าสองกลุ่ม จะใช้สถิติการวิเคราะห์ความแปรปรวนทางเดียว One-way ANOVA และได้ใช้ Fisher’s Least Significant Difference (LSD) ทดสอบเป็นรายคู่ ที่แตกต่างอย่างมีนัยส าคัญทางสถิติ ระดับนัยส าคัญ 0.05 ด้านหน่วยงาน และปัจจัยด้านความรู้ที่แตกต่างกันมีความคิดเห็นต่อการ น าระบบบริหารมาตรฐานคุณภาพ ISO 9001 : 2000 ไปปฏิบัติแตกต่างกัน

ผลการวิจัยพบว่า ข้อมูลทั่วไป ส่วนใหญ่เป็นเพศหญิง คิดเป็นร้อยละ 54.1 มีช่วงอายุระหว่าง 41 ปี ถึง 50 ปี คิดเป็นร้อยละ 46.70 มีสถานภาพสมรส คิดเป็นร้อยละ 57.60 การศึกษาอยู่ในระดับมัธยมศึกษาเป็นจ านวนมากคิดเป็นร้อยละ 35.80 มีระยะเวลาการท างานอยู่ในช่วงระหว่าง 11 ปี ถึง 15 ปี คิดเป็น ร้อยละ 24.10 ปฏิบัติงานในหน่วยงานกลุ่มงานผลิตมากที่สุดคิดเป็นร้อยละ 68.87 และส่วนใหญ่ได้รับการอบรมเกี่ยวกับระบบบริหารมาตรฐานคุณภาพ ISO 9001 : 2000 จ านวน 1 ครั้ง คิดเป็น ร้อยละ 40.9 บุคลากรส่วนใหญ่มีความคิดเห็นต่อการน าระบบบริหารมาตรฐานคุณภาพ ISO 9001 : 2000 ไปปฏิบัติ ทั้งทางด้านเอกสารคุณภาพ ด้านการปฏิบัติงาน ด้านการตรวจติดตาม อยู่ในระดับปานกลางโดยผู้ตอบแบบสอบถามที่สังกัดหน่วยงานต่างกันและผู้ตอบแบบสอบถามที่มีปัจจัยด้านความรู้ ต่างกันมีผลต่อการน าระบบบริหารมาตรฐานคุณภาพ ISO 9001 : 2000 ไปปฏิบัติแตกต่างกัน

The purpose of this research is to study effective factors of using international standard system (ISO 9001:2000) in Royal Thai Mint. A case study group consists of government officer and employers who worked in this office around 714 people. (September 2009). In order to accomplish this research, 30 questionnaires that qualified reliability were applied and the result of reliability was 0.91. As a result of questionnaire, this tool can be use in order to collect information. The 257 questionnaires were collected. With the purpose of analysis these questionnaires, frequency equation and percentage equation of these were calculated. All general information such as gender, age, status, education level, period of working, working place, a position in international standard system (ISO 9001:2000) team, understanding of ISO 9001:2000 were calculate by using these statistic method. In addition the differences of average of two independent sample groups were calculated by using t-test Independent. The sample group which consist more than two small groups is using One-way ANOVA analysis and using Fisher’s Least Significant Difference (LSD) for testing in pair. The difference is significant to statistic. The level of significant is 0.05 in section part and the difference of education background is effective to applying International Standard system of the organization

The result showed that 54.10 percentages of people who answer the questionnaires are female. 46.70 percentages of these are age between 41 and 50 years old. Married status is 57.60 percentages. Education level is high school level and it is 35.80 percentages. 24.10 percentages of these have been working for 11 years to 15 years. Working in production section is 68.87 percentages. People who work in here were trained at least one time and it is 40.90 percentages. Applying document of quality, implement a work instruction is a part of International Standard system ISO9001:2000 that almost people are satisfy. Finally people who work in different section of organization and people who have different education background are effective to applying International standard system for the organization
