Academic Administration to Promote Instructional Management of the Secondary Schools under the Secondary Educational Service Area Office 2 in New Normal Era

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์การบริหารงานวิชาการ เพื่อส่งเสริมการจัดการเรียนการสอนของโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่มัธยมศึกษา เขต 2 ในยุคนิวนอร์มัล และ 2) ศึกษาแนวทางการบริหารงานวิชาการเพื่อส่งเสริมการจัดการเรียนการสอนของโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่มัธยมศึกษา เขต 2 ในยุคนิวนอร์มัล
กลุ่มตัวอย่างที่ใช้วิจัย ได้แก่ ครูผู้สอนของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 2 โดยกำหนดขนาดตามตารางเครซี่และมอแกน และโดยใช้การสุ่มตัวอย่างแบบแบ่งชั้นภูมิ จำนวน 367 คน และผู้ให้ข้อมูลในการสัมภาษณ์ ได้แก่ ผู้บริหารสถานศึกษาและผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามที่มีลักษณะเป็นรูปแบบการตอบแบบสอบถามแบบสนองคู่ (Dual-response format) สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น และแบบสัมภาษณ์ใช้การวิเคราะห์เนื้อหา (Content Analysis)
ผลการวิจัยพบว่า 1) สภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารงานวิชาการ เพื่อส่งเสริมการจัดการเรียนการสอนของโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่มัธยมศึกษา เขต 2 ในยุคนิวนอร์มัล ภาพรวมอยู่ในระดับมาก และ 2) แนวทางการพัฒนาการบริหารงานวิชาการเพื่อส่งเสริมการจัดการเรียนการสอนของโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่มัธยมศึกษา เขต 2 ในยุคนิวนอร์มัล พบว่า ด้านการสอนผ่านโทรทัศน์ (On-Air) มีค่าดัชนีความต้องการจำเป็นสูงที่สุด มีแนวทางการพัฒนา ดังต่อไปนี้ (1) การจัดการเรียนการสอนผ่านโทรทัศน์นั้น ครูควรมีการตรวจสอบความ พร้อมอุปกรณ์พื้นฐานและความต้องการของผู้เรียน (2) การจัดการเรียนการสอนยุคนิวนอร์มัล ครูควรใช้การจัดการเรียนการสอนทางไกลผ่านโทรทัศน์ในสัดส่วนที่มากกว่าการจัดการเรียนการสอนในชั้นเรียน และ (3) ครูควรให้ความสำคัญการประเมินผู้เรียน ติดตาม ตรวจสอบความรู้ ความเข้าใจ การปรับปรุงแก้ไขหรือพัฒนาผู้เรียนอย่างต่อเนื่อง
Abstract
This objectives of this study were to: 1) investigate the current conditions and the expected conditions of the educational administration to promote instructional management in the new normal era of the schools under the Secondary Educational Service Area Office 2, and 2) find the academic administration guidelines to promote the instructional management in the new normal era of the schools under the Secondary Educational Service Area Office 2.
The research samples were 367 secondary school teachers from the school under the Secondary Educational Service Area Office 2 including 5 experts who were school administrators. They were selected by the stratified sampling and the Krejcie & Morgan. The research instruments were questionnaire with a double response model (Dual-Response Format) by using 5-level rating scale and a structured interview. The statistics used in this research were frequency, percentage, mean, standard deviation, and the interview forms using content analysis.
The research results revealed that 1) the current conditions and the expected conditions of the academic administration to promote the management of the new normal era instruction of the schools under the Secondary Educational Service Area Office 2 were generally in a good level, and 2) the development guidelines of academic administration to promote instruction in of the new normal era styles of the schools under the Secondary Educational Service Area Office 2, was found to be highest in On-Air instruction were needed. The guidelines of On-Air instructional consisted of the following suggestions: (1) to manage On-Air instructions, the teachers should examine the instruments’ conditions and learners’ interests (2) to match the new normal situations, the teachers should prepare for distant On-Air lessons more than the on-site lessons, and (3) The teachers should focus on learners’ on-progress assessments so as to follow up and diagnose learners’ development and improvement.
